The Gateway National Recreation Area is fragmented mixture of natural and man-made landscapes, vestigial military infrastructure, and public and private uses. The design creates connections between the area and the city to provide needed public parkland space within a natural, coastal environment. Using recycled materials from the abandoned airport, the project is understood as programs with a sequence of temporary order. Each program has a region of influence, and coordinates with the other regions to form a network that allows for growth.
