The fence is up around Penn Plaza, indication that construction is underway for the rejuvenation of the outdoor POPS (privately owned public space), once “penned” by RZAPS in 2008. The project is one part of a larger scheme to breathe new life into the Penn Plaza area. In a few weeks time, commuters will be able to enjoy a morning coffee and al fresco dining in the revitalized plaza, just in time for our late spring weather.
